Submission readiness

A solicitation changed. What should you review before submitting?

A practical amendment review workflow: preserve source versions, trace changes into your price and delivery plan, and check the exact files you submit.

An amendment is a review task, not just another download

You have a price ready and a proposal almost finished. Then a new attachment appears on the official notice. Before you upload your response, find out which parts of your work still match the current requirement.

The workflow below is our suggested internal practice for a small business, not a government-required filing system or legal advice. Its purpose is to leave a clear trail from the changed source to the files you actually submit.

First, confirm what the official notice changed

Open the official solicitation record and read the amendment, its attachments, and the applicable submission instructions. Record the solicitation number, amendment number, date, and files affected. Do not rely on a notification headline or a software summary alone.

For negotiated acquisitions, FAR 15.206 addresses amendments when the government changes requirements or terms. Its amendment-information list includes a closing-date revision when applicable. That does not mean every amendment grants more time. Check the actual deadline, including its time zone.

Keep question-and-answer documents in the review package too. If their relationship to the solicitation is unclear, use the designated contracting contact to resolve it. Do not silently treat an informal conversation as a replacement for the written requirement.

Keep a source folder and a separate submission folder

Suggested folder layout: 01 Official sources, 02 Working response, and 03 Final submission. In Official sources, preserve the original files and place each later amendment in its own dated subfolder. Keep the source filenames or record any renaming in a simple index.

In the index, identify which document replaces which earlier version. Do not assume that a newly uploaded file replaces every attachment. If the amendment changes only a paragraph, record that relationship instead of discarding the entire original document.

Keep superseded drafts away from Final submission. That folder should contain only the exact response files intended for delivery, after review. An organized folder is useful only if someone checks its contents.

Use a change log that ends with a decision

For every meaningful change, record seven items: amendment and source reference; old requirement; new requirement; affected response or estimate; responsible person; action needed; and review status. If a field is unknown, write Unresolved rather than leaving a reassuring blank.

Work through scope and quantities, staffing and availability, materials, schedule, pricing, evidence, evaluation criteria, and submission instructions. Not every category will change. Mark a category No impact only after someone checks it.

Separate three actions that are easy to confuse: downloaded, incorporated into the response, and acknowledged as instructed. Completing one does not prove that the other two happened. Where FAR 52.212-1 applies, acknowledgment of solicitation amendments is among the listed offer-content requirements; check the actual provision and addenda for your response.

Illustrative example: one service-frequency change, three consequences

This scenario is invented for illustration, not an active opportunity or a universal cleaning-contract requirement. Imagine Amendment 0002 changes service from three visits to five visits each week, replaces the pricing worksheet, and leaves the submission deadline unchanged.

Change-log row A: service frequency. The estimator revisits labor, travel, consumables, and supervision. The operations lead checks whether the proposed team can cover the new schedule. Do not multiply the entire old price by five-thirds: some costs may be fixed, and the revised work may create other constraints.

Row B: pricing worksheet. The estimator moves the reviewed figures into the replacement file and checks its units and required entries. The reviewer then opens the actual final attachment, not a screenshot of the spreadsheet used yesterday.

Row C: deadline and response. The proposal owner confirms the unchanged deadline, revises the service narrative, checks any supplier assumptions affected, and completes the specified acknowledgment. If capacity or pricing remains unresolved, reopen the bid/no-bid decision rather than submitting an estimate the team cannot support.

Finish with a clean-file review

Ask a second reader, or perform a separate deliberate review yourself, to compare Final submission against the change log. Can the reviewer point to each revised answer? Do the narrative, schedule, and pricing worksheet describe the same work? Are the intended versions attached?

Check the required submission channel, filenames, signatures, attachment limits, and deadline against the solicitation. These checks are not permission to invent extra submission requirements. Follow the instructions for the actual opportunity.

Where FAR 52.212-1 applies, timely receipt of offers and revisions is the offeror's responsibility. Do not plan around an exception for a late submission. Submit with time to address practical problems and retain the available delivery confirmation; a saved draft is not evidence of government receipt.

Keep the pursuit organized without outsourcing judgment

For your next active pursuit, create the source index and change log before the next amendment arrives. Give one person responsibility for checking the official record and routing changes to the people affected. Set your own review reminders around the solicitation's dates.

Use BidGovAI to organize selected pursuits and company information, then keep this review record with your working files. Features depend on membership. A fit score or saved opportunity does not confirm that you have read every amendment or submitted a compliant response. The official solicitation remains the controlling reference.

Your next steps

  1. Read the official amendment and affected attachments.
  2. Record the actual deadline; do not assume it was extended.
  3. Preserve source versions and identify what was replaced.
  4. Trace each change into scope, delivery, price, and response files.
  5. Track incorporation and required acknowledgment separately.
  6. Reopen the pursue decision if a material assumption no longer holds.
  7. Review the exact final files and retain delivery confirmation.
