In accordance with (IAW) the streamlined evaluation procedures utilized for this acquisition, the Government has made an award decision. 1. Total Number of Quotations Received: The Government received a total of 6 quotations in response to the RFQ. 2. Name of the Awardee(s): The award was made to Restored Cloud Inc. 3. Total Quoted/IDIQ Maximum Price: ($299,189.00; Est. Ceiling: $336,784.00) 4. General Reason for Non-Selection: The award decision was IAW Solicitation FA930126Q0023 evaluation instructions and criteria, provided in the Addendum to RFO 52.212-1 and RFO 52.212-2. The award was made to the offeror within the competitive range whose response represented the best value, with non-price factors weighed more heavily than price. In the integrated assessment upon which the award will be made, the non-price factors of Technical Acceptability and Past Performance were to be weighed more heavily than Price. The nature of this service demands a contractor with proven expertise, and prioritizing price alone risks compromising health and safety. Past performance is also critical, as contractors with historical success with the performance requirements and who can operate independently offer significant efficiency gains. To arrive at a best value decision, the Government first evaluated responses for technical acceptability. For all technically acceptable responses, the Government then conducted a tradeoff analysis of Past Performance and Price in which award could be made to a higher-priced offeror if determined that the benefit of its superior past performance was worth the additional price, or an award would be made to a lower-priced offeror if their past performance was not considered to be worth a price premium.

This Justification for an Exception to Fair Opportunity to increase the ceiling for Task Order 47QFCA24F0018 was issued in accordance with FAR 16.507-6(b)(3) (GSA Class Deviation RFO-2025-16). Task Order 47QFCA24F0018 provides professional services to the C5ISR Center and its customer organizations, delivering technology and countermeasures to the warfighter, including Commercial Based Technology Analysis (CBTA), program management, logistics, training, engineering, and technical support services. A fair opportunity to compete was provided under the original TOR 47QFCA24R0002 issued to all contractors under the GSA ASTRO Support Pool multiple award contract. The logical relationship between the original competed order and this follow-on ceiling increase is reasonable because the scope, nature, and type of work remain identical to those originally solicited; the volume of mission-validated requirements has simply exceeded original estimates due to the dynamic and rapidly evolving threat environment supporting C5ISR customers.

As described in the attached FAR 52.212-2, The Army will adopt aspects of FAR Part 15 evaluation procedures. Considering the novel, and commercial, nature of these services this is deemed necessary to balance fairness, transparency, and competition with the interests of expediency and flexibility 3. Description of Requirement CPE ST3 has a need for Agile Professional Services (APS) support services to provide the organization with the ability to augment its Military and Government Civilian workforce in order to execute its mission. The services will be limited to providing professional support services, under a Performance Based Services model, to CPE ST3 and CPE ST3 customers for limited requirements which are related to CPE ST3’s mission. Since its inception, CPE ST3 has relied on contractor support to conduct its mission in all phases of life cycle management due to insufficient personnel within the organization to successfully perform the required services. This model of a Government footprint with a scalable contractor workforce has enabled CPE ST3 to be very flexible and agile in its mission to support the changing needs of the Army. The services to be performed will include related activities in support of all aspects of providing responsive integrated and interoperable infrastructure for simulation, training, testing, and threat solutions. APS support services are required for effective, efficient, and responsive full lifecycle management of efforts to include, but not limited to: vision statements and doctrine, development of architectures, program support (e.g., acquisition and budget planning, business and financial programming and execution, modeling, simulation, simulator, training device, and instrumentation development, documentation, fielding and execution, system analysis and integration, integrated logistics support, strategic planning, contingency and mission support, security cooperation/international relations, program oversight, independent verification validation and test evaluation, prototype development, sustainment and operations, and analysis of emerging technologies support), and subject matter experts on military tactics, techniques, and procedures. The critical performance requirement is the successful development and transition of CPE ST3 from a traditional, staffing-based support model to a task-based, outcome-driven Agile delivery framework that is to be developed by the Performer. Success will be measured by the contractor's ability to develop and iterate, through performance under the resultant contract, a framework that both provides the following, and is able to be replicated across future requirements. 4. Period of Performance / Performance Locations: Total Performance Period shall not exceed 66-months: • Base Period – (15-Feb-27 to 14-Aug-27) Agile Development and Transition In • Option Period 1 – (15-Aug-27 to 14-Aug-28) – Enterprise Performance • Option Period 2 – (15-Aug-28 to 14-Aug-29) – Enterprise Performance • Option Period 3 – (15-Aug-29 to 14-Aug-30) – Enterprise Performance • Option Period 4 – (15-Aug-30 to 14-Aug-31) – Enterprise Performance • Option Period 5 – (15-Aug-31 to 14-Feb-32) – Enterprise Performance and Transition Out • Option Period 6 – (15-Feb-32 to 14-Aug-32) – Option to Extend the Term of Service under FAR 52.217-8 * Work will be performed at Government facilities, Contractor facilities, and Remote locations.
