NOI RML Regional Referral Hospital Care and Isolation Unit Services

Agency: DEPT OF DEFENSELocation: Hamilton, MT, 59840, USANAICS: 622110
NoneCombined Synopsis/Solicitation

POP - 10/29/2026 to 03/28/2026 North American Industry Classification System (NAICS) Code: 622110- General Medical and Surgical Hospitals INTRODUCTION/BACKGROUND: This is a Notice of Intent notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The Division of Safety manages the emergency response protocols for potential high-risk pathogen exposures of personnel working in high and/or maximum containment laboratories at the NIH Rocky Mountain Laboratories in Hamilton, Montana. These emergency response protocols are required to have patient isolation services at a licensed medical facility by a federal lawsuit settlement agreement and to remain in compliance with the incident response requirements of the federal select agent regulations. Having these mission critical safety services in place allows RML to continue emerging disease research in support of the mission of NIH and HHS. In 2006, the NIH awarded a contract to Providence St. Patrick Hospital in Missoula, Montana to construct a Care and Isolation Unit to provide patient isolation services for personal potentially exposed to high-risk pathogens from the RML high and/or maximum containment labs. This was required by a federal lawsuit settlement agreement to provide patient isolation services at a licensed medical facility within 75 miles of RML [Coalition for a Safe Lab v. National Institutes of Health, CV-04-158-M-DWM (D. Mont. 2004)]. These services are also required to remain in compliance with the incident response requirements of the federal select agent regulations [42 CFR Part 73, 9 CFR Part 121, and 7 CFR Part 331]. The NIH has continued to renew this contract to continue providing these critical safety services for the past 20 years to remain in compliance with both the lawsuit settlement agreement and the federal select agent regulations. Providence St. Patrick Hospital is the only medical facility within the required 75 mile radius that can provide these specialized services. This project will allow the NIH and RML to continue to provide these mandatory safety services to the RML and local Montana communities. This is a Notice of Intent; the National Institutes of Health (NIH) intends to negotiate a sole source contract for the RML Regional Referral Hospital Care and Isolation Unit Services with: PROVIDENCE ST PATRICK HOSPITAL 500 WEST BROADWAY ST. MISSOULA, MT 59802 The statutory authority for this sole source requirement is 41 U.S.C. 3304(a)(1) as implemented by FAR 6.302.1(b)(1)(i) “Only One Responsible Source and No Other Supplies or Services will satisfy agency Requirements.”, no substitutions possible. Since the intent is to procure this on a sole source basis, no solicitation will be posted to Contract Opportunities, https://www.sam.gov. REQUIREMENT: The purpose of this requirement is to provide care and isolation services for RML personnel who may experience potential high-risk exposures to pathogens from working in the high and/or maximum containment laboratories. The contractor shall provide all personnel, equipment, supplies, facilities, tools, materials, supervision, and other items and non-personnel services necessary to perform the required support as defined in the Statement of Work (SOW) except for those items specified as government property, information and services furnished. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government. The Care and Isolation Unit shall be located at a Regional Referral Hospital (RRH) within a 75-mile radius of RML in Hamilton, Montana. The RRH shall have an infectious disease specialist available for consultation 24 hours a day, 7 days a week, and 365 days a year. The infectious disease specialist will work with NIH personnel to determine an appropriate course of action and potential treatments. If clinical evaluation in the RRH is warranted, the infectious disease specialist will activate a plan to have the Care and Isolation Unit available for use by RML staff as soon as possible but not more than six (6) hours from the request. The RRH shall be prepared to evaluate injured or ill RML staff in a negative pressure room for clinical or laboratory evidence of infection. The evaluation may involve obtaining and processing clinical specimens. If in-patient care is clinically warranted, the RRH shall be able to safely provide the full range of standard intensive care clinical services for RML staff in the Care and Isolation Unit for a minimum of 3 days (72 hours). The Providence St. Patrick Hospital in Missoula, Montana provides critical services as the Regional Referral Hospital for the National Institute of Allergy and Infectious Diseases (NIAID) Rocky Mountain Laboratories (RML) Integrated Research Facility located in Hamilton, Montana. These services are required to staff and maintain the Care and Isolation Unit that is used in the event of any potential exposure(s) of RML personnel to dangerous pathogens in high and maximum containment research labs. Although the likelihood of such exposures is low due to multiple redundant safety practices, procedures and engineering controls, the impact can be catastrophic resulting in severe illness or even death. Therefore, special Care and Isolation Units are required to provide medical treatment for individuals with these types of exposures by dedicated health care providers and support teams within specialized containment hospital suites. This is a component of the incident response requirements of the federal select agent regulations [42 CFR Part 73, 9 CFR Part 121, and 7 CFR Part 331]. In addition, the establishment and maintenance of this Care and Isolation Unit through the Providence St. Patrick Hospital is a requirement of a lawsuit settlement agreement [Coalition for a Safe Lab v. National Institutes of Health, CV-04-158-M-DWM (D. Mont. 2004)]. If this contract is not renewed it will immediately put NIH RML out of compliance with both the federal select agent regulations and Montana District Court lawsuit settlement agreement. This award protects the health and safety of both NIH employees and the surrounding communities in Montana. Only one award will be made as a result of this notice, and the award will be a Firm-Fixed price purchase order. This will be the only notice of the Government’s intent to solicit, negotiate, and award to one source to satisfy this requirement. The Government plans to award a purchase order for this requirement within five (5) days of closing this notice. THIS IS NOT A SOLICITATION FOR COMPETITIVE QUOTATIONS. All responsible, qualified sources who can provide the equipment and service should submit a capability statement electronically to the Contracting Officer, Linda Smith at [email protected] and Acquisition Specialist, Jessica Emerson (Contractor Support) at [email protected] by 1:00 PM EST on October 10, 2026. Facsimile responses are NOT accepted. Any responses received by NIH after this date and exact time specified are late and will not be considered. The determination to conduct a competitive procurement based on responses to this notice is solely within the discretion of the Contracting Officer.   DISCLAIMER AND IMPORTANT NOTES: This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization’s qualifications to perform the work. Request for Information - Sentinel OMC Packages & OGF, Malmstrom Air Force Base, MT

Agency: DEPT OF DEFENSELocation: Malmstrom AFB, MT, USANAICS: 236220
NoneSpecial Notice

1. NOTICE AND DISCLAIMER This is a Request for Information (RFI) issued solely for market intelligence and acquisition planning purposes. This announcement does not constitute a Solicitation, Request for Proposal (RFP), Request for Qualifications (RFQ), or invitation for bid. No solicitation is currently available. Participation is strictly voluntary. The Government will not award any agreement or contract as a result of this RFI, nor will it reimburse respondents for any costs incurred in preparing or submitting a response. Submission of a response does not obligate the Government in any way and will not affect a firm’s ability to submit a proposal should a formal solicitation be issued in the future. While Other Transaction Authority is not subject to the Federal Acquisition Regulation (FAR) or FAR-based small-business set-aside rules, the NAICS code above is provided for market-intelligence purposes to help the Government understand the size and demographics of the interested industrial base. 2. PURPOSE The U.S. Army Corps of Engineers (USACE), Seattle District, is conducting market intelligence to assess industry capability, capacity, interest, and feedback regarding the potential establishment of a multi-year, multi-party Other Transaction Authority (OTA) framework agreement under 10 U.S.C. § 2808a. The framework would enable Seattle District to execute a multitude of OTA methods with multiple parties over numerous years, with individual projects or packages authorized through project orders. While the near-term primary focus is the Sentinel Operations and Maintenance Complex (OMC) packages (OMC includes Consolidated Maintenance Facility, Integrated Training Center, Missile Handling Center, and Integrated Command Center) and Operations Group Facility (OGF) at Malmstrom Air Force Base, the Government is also interested in industry feedback on a vehicle broad enough to support construction of numerous facilities at military installations under Seattle District’s area of responsibility. 3. PROJECT BACKGROUND – PRIMARY NEAR-TERM FOCUS The Sentinel (Ground Based Strategic Deterrent) program is modernizing the Nation’s land-based intercontinental ballistic missile force. At Malmstrom AFB, the Air Force is constructing a suite of new facilities collectively referred to as the OMC, together with the OGF. These facilities replace aging Minuteman III infrastructure and provide purpose-built command, maintenance, training, missile-handling, and operations capabilities for the Sentinel weapon system. Primary near-term facilities under consideration include (approximate sizes based on current planning data; final designs may vary): • Consolidated Maintenance Facility (CMF) (Est. Magnitude: $200M-$300M) – Approximately 181,000 SF. Administrative offices, maintenance shops, drive-thru high bays with overhead cranes and vehicle exhaust systems sized for Transporter Erectors (TE), Payload Transporters (PT), and Missile Transporters (MT); vault and secure storage; loading dock and shipping/receiving areas. • Integrated Training Center (ITC) (Est. Magnitude: $100M-$200M) – Approximately 77,000 SF. High-bay and single-story technical training labs, shops, and classrooms consolidating wing-level maintenance, security forces, cyber-defense, and operations training on Sentinel-unique systems and devices. • Missile Handling Complex (MHC)(Est. Magnitude: $100M-$200M) – Two facilities totaling approximately 50,000 SF. Three-bay transfer facility with embedded rails for Sentinel missile handling and a companion three-bay facility for positioning and storage of mission-ready transporters/erectors. • Integrated Command Center (ICC)(Est. Magnitude: $100M-$200M) – Centralized operations facility supporting day-to-day mission control, status and security monitoring, weapons-systems management, cyber defense, and real-time leadership situational awareness. • Operations Group Facility (OGF)(Est. Magnitude: $200M-$300M) – Multi-story office and collaboration space supporting planning and operations functions, enhancing span of control, and providing associated support spaces (administrative, training, supply, and dispatch functions). Design for these packages is being performed by Jacobs Engineering under existing design contracts. Design maturity varies by package (35% to 95%, with a majority at 95% completion). The Air Force treats the OMC as one project under a single aggregated DD Form 1391. Utility Infrastructure, which serves the entire OMC campus, is currently being addressed under a separate OT method. (See Sam.gov Notice ID: W912DW26S1CE0, Title: Request for Information - Sentinel Utility Infrastructure, Malmstrom Air Force Base, MT). 4. POTENTIAL ACQUISITION STRATEGY – FRAMEWORK CONCEPT Seattle District is exploring the feasibility of establishing one large overarching Other Transaction agreement (or a limited number of agreements) under 10 U.S.C. § 2808a that would function as a flexible multi-year framework. Key characteristics under consideration include: • Multi-year period of performance sufficient to support sequential and concurrent facility packages across the Sentinel beddown and related MILCON workload. It is anticipated to be approximately 5 years with the potential to extend to a total of 7 years. • Multiple parties – Potential for single-agreement or multiple-agreement structure allowing the Government to select among qualified parties for individual project/sub-agreement opportunities. • Multitude of OTA methods – Flexibility to apply Construction Management at Risk (CM@Risk), Progressive Design-Build, construction-only collaborative approaches, or other commercially adapted methods on a project-by-project basis depending on design maturity, risk profile, and schedule drivers. • Project orders – Individual work packages or scopes would be authorized through bilateral project orders that define scope, price (or GMP), schedule, and method, analogous to task/project orders under an overarching agreement. • Geographic and mission flexibility – While Malmstrom Sentinel packages (OMC and OGF) are the immediate focus, the framework is considering the possibility/capability for other MILCON workload assigned to Seattle District (anticipated to cover areas across Washington, Montana, Idaho, and Oregon. Military Installations include but are not limited to: Malmstrom Air Force Base, Fairchild Air Force Base, Mountain Home Air Force Base, Joint Base Lewis-McChord, Air National Guard Sites). The Government seeks industry input on whether this type of multi-party, multi-method, multi-year OT framework is attractive and executable, what commercial terms would make it successful, and how best to structure competition, on-ramping, and project order competition or selection. 5. RESPONSE INSTRUCTIONS Interested parties are requested to submit responses by completing the online questionnaire at https://forms.osi.apps.mil/r/dnW9AUb6aj The questionnaire is the Government's primary mechanism for obtaining detailed market intelligence and addresses industry capability, experience, technical capabilities, construction considerations, and recommended OTA and commercial practices. If necessary, interested parties may also submit a brief capabilities statement containing relevant information not otherwise addressed in the questionnaire. Capability statements shall not exceed 5 pages in length. The Government requests that firms avoid duplicating information already provided through the questionnaire. Supplemental capability statements are requested to be submitted via email to the individual(s) listed below no later than 10:00 AM Pacific Time on 20 October 2026. Late responses may still be considered at the Government’s discretion but are not guaranteed review prior to strategy finalization. Kyla Couch, Contract Specialist Military/Environmental/Interagency & International Services (IIS) Branch Contracting Division, Seattle District, Northwestern Division Email: [email protected] Subject line: “RFI Response – Malmstrom Sentinel OTA – [Firm Name]” The Government welcomes candid industry feedback and recommendations regarding commercial practices, agreement terms, project phasing, risk sharing, governance, pricing approaches, and other considerations that could improve successful execution of this project under 10 U.S.C. § 2808a. Interested firms are encouraged to add themselves to the Interested Vendors List associated with this announcement on SAM.gov to receive future updates.
